There are a number of entries that allow PBOR or Person Below Officer Rank to become an officer in Indian Military. However, one cannot become a commissioned officer in the Indian Air Force being a Person Below Officer Rank, but become a commissioned officer in the Indian Navy and Indian Army. Indian Army offers a number of opportunities for a soldier to become a commissioned officer and Indian Navy offers CWE Branch to become a commissioned officer which is quite rare.
Earlier, Commissioned Worthy Entry or CWE, known as the Upper Yardmen Scheme, was used to select suitable candidates from the lower deck for promotion to the rank of Acting Sub-Lieutenant in all branches. Presently, this entry is for sailor to become officers. The selection of CWE Branch conducted bi-annually at six monthly intervals.
Non-Artificer sailors should not be under 22½ years of age and should not be more than 24 years of age .
Married sailors will not either get married accommodation nor allowed to live with their family during training. Unmarried sailors will not be allowed to get married until they become Sub Lieutenants.
Preliminary Screen Board: The Bureau of Sailors will cross-check all the applications and forward the list of names of eligible candidates to the respective Administrative Authorities as well as IHQ of MoD (Navy).
The Administrative Authorities convene one or more Boards to carry out the screening round of eligible candidates during the month of June/December. If any sailor transferred to another unit, the Commanding Officer of the new unit will interview him by the Board in his Command. The Boards will screen the applicants and select aspirants who have better chances to qualify the written test as well as the SSB interview. The details of the board are given-below:

Sailors who pass the screening round will be permitted to appear in a written examination which will be conducted by IHQ of MoD (Navy) / DNE online through INOES. Here, INOES stands for Indian Navy Online Examination System. Command Headquarters will conduct smooth online examination at Designated Exam Centre. IHQ of MoD (Navy) / ONE will issue detailed instructions related to online exams.
Candidates who qualify written exam successfully will be sent for selection by the Service Selection Board in end of October / April. Here, sailors have to carry their Service Documents by hand.
After qualifying SSB Interview, candidates will be examined by a designated Medical Board. If he found fit in medical round, then he will be considered for final selection.
All selected sailors will be allotted branches depending upon the requirement of the Service and aptitude of the Individual.
